Thresholds move with government policy — treat this as a planning guide and confirm high-value shipments with the destination's customs authority. Commercial imports follow different rules.
How to use the threshold when you book
Declare the honest value of the contents. If that value sits under the destination's threshold, note on the invoice that the shipment is a gift or used personal effects — that is what the exemption covers. Splitting one high-value consignment into several under-threshold parcels to the same receiver is treated as evasion by most customs authorities and can void the exemption entirely.
